The dashboard maps incarceration numbers and rates at the neighborhood level across Hampton Roads, alongside race, poverty, child poverty, arrest disparities, and health outcomes. Portsmouth (1.3%) and Norfolk (1.1%) have the region's highest incarceration rates, and Huntersville, in Norfolk, has the highest neighborhood rate: 496 incarcerated people per 10,000 residents.
The pattern is not random. Formerly redlined neighborhoods show markedly higher incarceration rates today. And while African Americans make up 50% of Norfolk's population, they account for 76% of its arrests.
The work supports researchers, advocates, and policymakers working on criminal justice reform.
